[r10125] Mouse clicks do not work

Testing the latest nightly (revision 10125, SDL2) mouse clicks don't work at all. For the pak selector at least, I can see the animation when I click, but nothing happens. Probably the change made yesterday has caused it https://github.com/aburch/simutrans/commit/e73aa0bf9c2c9c2283391c9bd44d5ff64cd554e7

A clomplete fix, working at least on my windows touchscreen is in in r10127
