License?

Hi! I want to package pak64.japan for Gentoo but I couldn't find information about the license other than

some content is just freeware, other is GPL and other is only released for FreeTrain, SImutrans etc.

Can someone tell me more? It would be great if you could include a LICENSE.txt or something like that in the ZIP files.
