[r9796] The inspection tool opens the window by obscuring the selected tile

In r9796, the position where the window is opened when clicking on a tile or object was changed to be centered on the mouse. At least in r9274, the opening behavior was on the top of the tile.
This makes it difficult to check multiple objects on the same tile in succession. Because the opened window always prevents the next click.
I submit a patch to fix this.
