"This vehicle carries no goods."

Is this a bug when vehicles say the message "This vehicle carries no goods."? I have to use very slow vehicles just because they can actually carry goods and cannot transport passengers (starting in 1750).

Edit: clicked show all and now more vehicles appear, including trailers. However, they show a red bar. I can't buy them.

Another edit: I think I see. I have to combine driving vehicles with end vehicles, right?

That is indeed correct: the "this vehicle carries no goods" vehicles are locomotives which have no carrying capacity. They need to be connected to carriages/wagons/trailers which carry goods, and together the whole assemblage will transport things.
