r10379 - not add halt to schedule

New vehicle schedule or new line schedule can not add halts.

r10382 allows schedule with one entry passing cleanup (which is not indended\by this routine though)..

And cleaning up schedules during draw can lead also to changing the first or last entry. I think some more work is needed, so I leave this open.

Added an extra button to clear up double entries. Also moving entries up/down does correctly modify current-stop index. Please test r10385

I do not see the button, but I like the red color for illegal entries and the cleaning up of them after closing.

The button replaces the 'copy backward/mirror' button if there is an invalid entry.

Oh, maybe this button needs to become red as well ...  Also I think I will translate it to "Repair Schedule" in the tranlator.

If a vehicle cannot find the route, is it possible to visually highlight the waypoint in red in the schedule list?, I think it can be useful.

The target waypoint is selected anyway in the schedule.
