PR#500 - Protect our slope!

As I wrote in this bug report thread a long time ago, slope are very expensive, so in many cases it may be preferable to reuse them in the transportation network instead of removing them at the same time as the transportation building is destroyed. The contractor always destroys the foundation even though I did not order him to do so. (´・ω・`)

In reality, destruction is also expensive, so even in the real world, we may not bother to destroy something, and it may remain as a relic.
Therefore, even when it is no longer needed, a flat foundation may remain, and although it will require additional money to remove it, there is no disadvantage in leaving it in most cases, so we think it is in some sense practical to leave it as a relic.

The slope will remain as a relic only if the player destroys the building related to his transport. i.e. Extension buildings and signal boxes.  Other than that, the behavior is the same as before. So sorry to all you cunning players, but you are not allowed to destroy houses built on flat slopes to gain slopes. The foundation will collapse with the house.
