Commuting passengers data not saved

It seems that data for the numbers of commuting passengers in stops earlier than the current month are not saved: all games, even those that have been running for some time after these data started to be recorded, record commuting passenger data only in the most recent month.

I think I have fixed this. This was due to the fact that when the history content was changed, it tried to discard the previous record but discarded the latest record.
