Towns rarely generate in 'Glacial Zone' (as in pak.128 german)

No matter how I set the 'mountain height' to make glacial zone more abundant, it seems like that towns are forced to generate below glacial zone. Town halls also never generates there.

In pak128.german there is no city allowed in the Glacial Zone.  No Town halls nor normal houses, or factories.

The glacier zone is intended for mountain peaks and inhospitable regions of the high mountains.

If you want snow in the winter you should set the snow line  down to coast height.
