Failed to select waystops in schedule lists

It is not possible to select a station or stops to change the load time (clicking does not work).

I am limited with internet data so I can't send savegame.

No game needed, this is a side effect of the scrollpane dragging. Should work better in manby cases with r10522

When I click I present this problem again:

This changes to affected to the desktop version.

In the Help window the cursor captures scrolling creating "Up and Down" scrolling when the cursor is moved.

When the cursor is captured, the mouse wheel no longer responds to scrolling.

That should be better in 10523 though. But the scenario window seem to not always return true if it processed an event.

In r10523 the mouse wheel does not work correctly to scroll up and down.

It seems that the mouse wheel event (up/down) is capturing the scroll.
