New game - always cobblestone streets

Hello!

Whenever I start new game using pak128 the city streets are cobblestone- I play with  using no timeline. Even if I start the game year 2000 the result is the same. How can I change the streets to asphalt?

Start with timeline, otherwise the road at the first entry will be used, which is the cobblestone road. No timeline does mean that the objects are random in regard to time.
