[r10627+] Wrong preview when building way with Ctrl key

When building a way using click-and-drag with the Ctrl key pressed, the preview is the same as if the Ctrl key was not pressed. When the way is actually built by releasing the mouse button, the way is built with "Ctrl key pressed" behaviour, i.e. without detours. This happens with r10627 or later with "straight_way_without_control = 0".
