Should player delete same consume industries that exist in same city?

In my game, a rather large city started with two, exactly the same, markets that they are apart 1.6km from each other. Same demand, same consume, same ...all. I have build a successful chain to deliver fishes. When time comes both markets have fishes in their storage but consumes only one. One of the markets have no consumers at all and the other might have few hundreds of them. I read, or that i understand, that consumers are just a portion of passengers. But passengers pick randomly their destinations. If consumers use the same process then both markets should be picked by some. I have to conclude that consumers use different mechanism to pick their destinations. Such a mechanism that would explain the zero consumers of one of the markets would be consumers to pick goods from the list of goods of the city and then the first industry that provide it from the city's list of industries. Actually the market with zero consumers is the first that appears in city's unsorted list of industries.

The above might happen with other consume industries too, but i can not tell.
So, do anyone advice the deletion of similar industries in the same city or is there some other less drastic workaround?

P.S. there is no pax network. Except fish deliveries, all others walk to their destinations.
