As mentioned before on the Discord, the pair of Hackney Horses can only pull the Hackney Carriage at 12kph, even though the top speeds of both the horses and their accompanying carriage are 13kph. You therefore need to use three horses to reach the top speed, and Hackneys weren't driven three-in-hand in real life.

I have looked at this, but the Hackney carriage's .dat file specifies a maximum speed of 12km/h, so this seems to be correct. Perhaps you misread the maximum speed of the carriage?

The Hackney horses will, in later times, also pull the Handsom cab, which should allow them to reach their maximum speed of 13km/h.
