Objects without owners

I'm currently working on the tutorial for pak192.comic and I've run into a big limitation.

There is no way to build objects/way without owners, it seems that only the map generator is able to build without players.

This can be very useful for scenario creators, since it would allow adding ways, objects... keeping the objects free, just as the map looks like when they are created by the map generator. This is with the intention of making it easier to edit the map for future scenarios.

Maybe with a script tool this can work.

This is not so easy to achieve. All tool calls assume a valid player parameter.
