Narrowgauge railway track has erroneous 'urban speed limit' when built

When a narrow gauge railway is built, the track will have a speed limit applied to it due to being 'in an urban area', which is applied regardless of the location of the track. This limit is 0km/h, preventing any and all traffic. However, upon reloading the game, it will be fixed and back to normal, and vehicles can once again run on it.

I believe that I have now fixed this - I should be grateful if you could re-test with the next nightly build.
