dat Level and Capacity - totally confused

I have been told that these parameters are not related, Level determines the amounts of pax,mail and wares(?) generated by an object and Capacity determines how much that an object can have "on hand" before supply chains get affected. Fine. But in the pak192 source the following observations are confusing me... totally.

Stops: logically should all have a Capacity and not a Level (can't generate their own enabled items) but road_Busbahnhof has both a Capacity and a level? and also some stops (water_station_Anleger_Holz,apron, ...) have a Level but no Capacity?

Extensions: Some have Levels, some have Capacities, e.g ext_freight_oil04 vs ext_airport_terminal02 and many other examples.

What are the "really, truly" rules here?

This is a mix of old and new definitions.

Originally stations had a level which, multiplied by 32, determined the capacity. And the construction price and maintenance was also multiplied by the level.

Since version 120, stations can be defined with the 3 parameters capacity, maintenance, and cost. Then level is unnecessary and should be removed.
