Menu icons and shortcuts updated

For the upcoming release, I have updated the icons and tools. However, the order is a little random by now. Would be nice if someone could give it a test. Use the nightly from github: https://github.com/simutrans/pak128/releases/tag/Nightly

When two of the new icons are activated, they cannot be deactivated anymore.

The expected behavior would be: first click [activate function], second click [deactivates function]

r11057 should fix this. THank you for testing. I hope these are the only ones not working.
