help files from pakset

It is possible to define help files in the menuconf.tab of the Pakset.

If files are defined there that are not available in the program help texts, none can be displayed.

The patch extends the search for help files to the folder [pakset]/text/[language]. If no file is found in the basic texts, the Pakset is looked for.

OK, the translator should support this.

Question? In the translator should we move the help-text from Set:Help-files to Set:Base-texts? 
This would make it clearer where the help files belong to and make the coding in the translator clearer.

Most dialogues are the same across all paks. These help files should be in the base. Only the *tool.txt are somewhat pak dependent.

I think, if the pak specific help files override the base help files, I would leave the files now as they are and just add an option to have help files for paks.

The question above was:
You known, the help-files are separated from the Base-texts in separate sets in the translator (Set 0 and 10).
I prefer move help-files in the set (translator) of the program.

I think it would help if the help files are with the base set as a special category.

Similarily, it would be nice, if there is an automatic obj_xxx_details link on every eligible obj text.

Handling is similar to scenario_textfile in the scenarios.
This works for all Paks.
