How does the "Cities Like Water" feature work?

In Simutrans-Extended, when you're about to generate a new map, in the Climate Settings you have an option called "Cities Like Water". How exaclty does it work?
I naturally assumed that lowering this number would allow the generator to place cities with less regard in being next to a water body, such the ocean, lake or a river. But I tried to generate different maps with different values for this setting, and didn't notice any visible difference: cities always seems to love being near water bodies with the same "weight".
No matter if a set 90, 45, or even 0, I end up with some 90% of my cigties next to the ocean. If I can have cities in the interior of continents, it's only when I generate some rivers.
Does this feature work? Am I doing something wrong here? I would like to have cities in the interior of my landmasses, but I keep getting all of the in the coast, and at best, only 1 or 2 in the interiors.
