the scale being just a little bit larger, but it really makes a difference with cars. Astonishing how much detail fits into those.

Quite simply, actually. There is no graphic defined for the middle tile, which means it remains empty. Sadly, it really is empty and does not automatically build a street, so if the player doesn't do it manually, a house might spawn under the arch. Or worse, one of Alex' skyscrapers.

No, it's a justice palace / court, loosely based on the Reichstag in Berlin. It's actually a 'factory', you can use police cars to bring suspects from the police station to court, and some of them are 'refined' to criminals for jail. Too bad the guards are sleeping, the criminals don't stay long. Especially with visitors and post enabling breakout-tools in a cake. :)

Too bad that pak96.comic lost his heyday. pak192.comic is getting my passion now but i still love the good old graphics. And it's really nice to trace your pak96.comic completion.

Just out of curiosity–wouldn't it be quite easy to scale down pak192.comic graphics to be used in pak96.comic? The style seems to fit and scaling should be quite easy due to the 2:1 conversion factor. Is it a copyright issue, or perhaps something to do with the details fading out? All the new buildings look absolutely amazing and I would hate the idea of potential pakset progress being lost for lack of co-ordination.
