[bug r2682] Can't remove powerline and transformer station

I can't remove powerline and transformer station.
I tried both normal remove tool and powerline remove too, but both of them failed.

These are different problems but same origin, so I will write here.

1. Player can't build anything on public player's road. player can't build anything on public player's rail.

2. Player can't build  tram overhead power on their own tram track. (Was reported on anywhere on this forum.)

Using pak128

1. I have also been unable to build stops on public player's road outside cities - however tram tracks work fine, as does stops inside cities.

2. I guess is this: http://forum.simutrans.com/index.php?topic=3422.0. Upon reading this, I thought it might be the same as 1, so I tested building my own stretch of road and tram track on top, and was still unable to build the tram overhead power (but railway catenaries work fine...) So it is probably not same as 1.

I think the main problem is, that tram tracks are no tram track but regular tracks with system_type=7 intenally. Therefore no tram_track ways exist on the map, which aparently confuses the wayobj-router. I think I need to add a special case there too.

Tested in r2696.

I can't remove powerline and transformer station by powerline remove tool.
I can't build stop on puclic road as player 1 and I can't build platform on puclic rail as player 1.
