[bug r2762] No river on new map

When I start a new map, there is no river on map.
I didn't change any settings.

How to reproduce:
1. Open "Settings" window.
2. Click "Simuconf.tab" button
3. Click "Start game" button on new map window.

Result:
No river.

Hmm, strange.
I tested both pak64 and pak128, but both of them had no river.
Is this MinGW problem ?

I think, the settings in [home]/config/simuconf.tab override those in [pak]/config/simuconf.tab. If no rivers are specified in [home]/config/simuconf.tab then no rivers will appear :(

A bit different. I have [user]/simuconf.tab.  
That seems to be a problem.

It's not a problem.
When I start -singleuser => no river
When I start -muntiuser => river
