[102-2-1] Tram/streetcar track laying/removing bug.

When you want to lay tram tracks on a road and the road is occupied by one of your road vehicles the game causes an error in which no tracks are placed or removed, sometimes giving you an ownership error.
Does not matter if it's dragged or placed point to point.


how to replicate: make stretch of road and saturate it with your road vehicles. attempt to place down tram tracks on road. mouse cursor must land on top of vehicle owned by you.
Oddly, it won't happen if you start and end the tracks with the cursor in between vehicles.
