Placement of cities

Can I place cities in map. like, in world map, can i place london where it is actually in real life, from start of game, without adding cities.

Start with 0 cities, pause the game immediately, switch to public player and use the map-edit buttons. You can add cities, grow/shrink cities, build factories, link factories, build curiosities and build houses.
