city stops growing at edges

Several of my cities have stopped growing at "imaginary" boundaries on one or more of four sides, but continue to grow well on other sides.  Does anyone know why this is?  They aren't blocked by rail, tram, power line, etc.

City try to fill out their borders (which you can display in the minimap). Also buildings can only be errected under certain conditions. If there is no road, no new building will be created. These rules are defined by the file cityrules.tab, and are pakset specific.

Therefore, you need to tell us your pakset to give a more indepth answer.

Thanks for the help - I'm running pak64.  The edges that I'm trying to grow all have road access, and I've read before that having roads meet at a 4-way intersection inhibits growth, so I avoid that.  I'll have several cities growing fine in at least one direction (compass heading) but will be stopped dead at another.  I've read that rail/tram lines can form a city boundary, but I don't have that situation either.

Here are some screenshots.  The first is an example of a city that has stopped growing in one direction, the second is a closer view of the north side that's still growing and the third is the south side that's decided not to grow any longer, even when I let time go by for a few years.

Unfourtunately I do no see the building levels. But it looks very much outspread. I think it will also not grow into the north until a considerable number of gaps are closed, since the large sea also reduces the allowed space for the city.

In the south there are also only three or four place, where new houses can be built. Thus it is much more porbable to expand to the north.
