[Bug?] r4072 - cannot enter chat messages

I have noticed that the input window for entry of chat messages has disappeared in r4072 (and possibly earlier); is this intended, or is this a bug? I suspect bug, as the change does not appear to be documented.

it appears only if you are in a network game.
Parsley, sage, rosemary, and maggikraut.
