I can not find information on the "brake van" in practice what they do?

In the real world, brake vans were necessary on unfitted rakes of goods wagons to provide additional braking. In Pak128.Britain-Ex, they are vehicles that need to be at the end of freight trains before the trains are allowed out of the depots.

Are required in all cases? My freight trains do not have the "brake van" but the system reports no error and the train goes without problems from depot.

not all need it. The later generation do not need brake vans, but much of the earlier ones do.
best if you play around with it in a game where you can't go bankrupt.
