[patch] Keyboard tab selection order

The order gui elements are selected when using the tab key in a couple of dialogs is rather all over the place. This patch provides a more sensible order for the Display Settings and Languages windows.

Also: the "sliced underground mode" translation of "Show ground and selected layer" is too long to fit...
