New simuconf.tab File for pak.german-exp

The new version of the pak.german-exp will be delayed for some reasons. I don't have enough time to test everything. Timeline gameplay is very hard to balance.

I have decided to upload a new simuconf.tab file I used for testing. It includes some new journey time tolerances. Have fun with it!
