Drag signal building preview bug

There is an extremely annoying bug in drag-building of signals:

When you drag build signals over existing signal, they will get promoted from one-way to double way, if you only use preview functionality

Reproduce:

Build a part of track
Build a signal on it (one way)
Drag build signals over previous signal, so that it will be overlapping with new signals (best: set signal spacing to one), but DON'T actually build signals. Only preview matters.
Rotate map to refresh viewport

Result: Old signal is promoted to two way



This happens to all signals that collide with preview, thus it completely breaks any one-way logic that is over way.

I tested this on nightly and current stable

should be fixed with r4698.
