I know that there is a button in each city dialogue box, and that there are options in the config files to change the grwth rate for both cities and industries, but the first needs to be checked for every single city, and the second, in my experience, work only in new games; if the game is already going on, you have to stick with the values set at the beginning.
What I'd like, if doable, is a couple of general option that let the player alter the values or temporarely switch off city and industry growth in the entire map in a game that's already started.

Can be changed through the settings dialogue. You'll likely need to assign it an unused key using menuconf.tab, search dialog tool 27 in the forum-I as well as others have discussed this before.

Once you're in to that dialog inside your savegame, hen modify the growth rates for capitals, villages, etc from 400, 200, and 100 to higher numbers. IIRC multiplying everyhing by 10 reduces growth EDIT: to 10 percent across the  board, and very high numbers mean no growrh.

Thanks for the reply, but the search didn't help much. Maybe it was a topic from an older version of the forum, I can't find much on it. Can you please expain more (or link the topic)?

Open the menuconf.tab file, in your pakfile/config folder.

Locate:

#dialog_tool[27]=

It's about halfway down.

Remove the # in front and add a key that you'd like to use to activate the settings menu in your game, such as:

dialog_tool[27]=,~

(I use tilde, ~, but you can use another key that isn't bound to something else yet)

Then save the config, open your game and press the key to open the settings menu.  BE CAREFUL!  Some of these settings can/will break your saved game.  So be cautious about what you choose to play around with until you know what its effects are.

Growth factors are on the economy tab near the bottom.

Thank you Sarlock: I was away from home and I typed this message a little too hastily. I think I might write a topic to be stickied (if an admin agrees) here because of how common this request is that tells of how to set up the dialog and some of the more common settings to change here. It's a complicated but extremely useful process.

this is not said quite right: multiplying the growth factors by 10 should reduce growth to one tenth of its original, or it reduces growth to 10 % across the board. setting them to 10000 will result in no growth, I think
