Buildings animation improvement

All instances of the same animated building are synchronized upon loading. It would be nicer if each instance would be loaded starting with a random frame.

If possible, another extension would be animation_time=0 to create static buildings picking up different random frames and consequently random variations of the same building.

If this were combined with the extension to let buildings prefer to sit next to others of the same type -- we could then see blocks of terraced (row) houses, each having a different color front door and flower-boxes.  What an upgrade to pak128.Britain's cities!

res, ind, and com buildings next to each other are preferred. Only exactly the same buildings are forbidden next to each other.
