[r6960] bridge starting on elevated way allowed, but broken

Using Pak128.Britain (r1338):
- build a straight stretch of elevated way (in mys example: train tracks)
- start a bridge from an end tile into the air (see pictures) (alternatively, build only the head)
- this bridge looks weird (depending on orientation, bridge parts are spread over several height levels) and will not be useful
- the tile under the head has uninitialized graphics (I call it a vacuum cleaner, because it is a dirt collector  :D ), but will turn into a foundation on deletion of the bridge (head)

(Heh, the size limit for attachments is really narrow.)
