Something strange happens with the City Councils

When I load a game of pak128.britain in pak64 some cities lose their town council ¿? ???

Because the pak128.Britain names don't match up with the pak64 ones? There'd need to be compatibility tab entries for this to work - and there's instances where different paks have different sized buildings so that might fail. Loading games between different paks isn't really encouraged.

Second image is what I suppose simutrans would do if pak64 doesn't contain a town hall the same size as pak128.Britain. Thinking now maybe in first image pak64 doesn't have a town hall in this climate?
