Train not loading all the way

I have a train that runs between a sheep farm and a cannery. It fills up to 144 tons cooled goods, and then stops. The goods just keep piling up at the station. Any help?

Possible reasons:
- the receiving cannery has received enough goods of the type in question (meat?), so it doesn't order more. (The goods at the station at the farm would then be for a different recipient.)
- the station is too short to load all wagons. Wagons that don't fit in the station can't be loaded.
