I can't get simutrans to work

It is kind of a bug report but it happens in all paks.
Everytime i try to open any version of any pak, i keep getting the same message.

One possible cause of this error is if there is a problem with one of the basic configuration files (for example, if the text is in the wrong encoding). Check your text/config files to see whether they are correct.

Errrrm, versions?

My projects... Tools for messing with Simutrans graphics. Graphic archive - templates and some other stuff for painters. Development logs for most recent information on what is going on. And of course pak128!

well 101 mainly, but i tried nightlies aswell and one other version. I think it is something to do with me but it on laptop and pc but it was fine one min but the next not. I didn't touch anything to do with simutrans.
