Bug: Crash when try to destroy another player's "High Voltage transmission line

Game crashes when try to destroy another player's "High Voltage transmission line bridge".

For example, in demo.sve of pak128.Britain, there is "High Voltage transmission line bridge" at coordinates(433, 15). This transmission line bridge is owned by public player. The player except public player try to destroy this, then the game crashes.
