[Linux SDL2] The scroll bar does not respond to the mouse wheel.

In the scenario window or in the help window, it is not responding to the mouse wheel as it did before in Linux.  
Before it was not necessary to put the cursor on the scroll bar for it to respond.

savegame frame and derivatives (loadfont) don't scroll when the mouse is over the file buttons, only when mouse is moved to the right.
