GNR locomotives speed-limited by tender

The GNR 223 Class 2-4-0 (sturrock-coupled) has a maximum speed of 100 km/h. The Wilson 6ft Single's top speed is 105 km/h, while the Hawthorn Single's is 110 km/h. However, in practice, any train using these locomotives is limited to 100 km/h because they all use the GNR Early Tender which is limited to 100 km/h. This appears to be a simple oversight.

PR#143 makes the 2-byte change required to correct this.
