reinstall your pakset. You seem to have messed up with menuconf.tab.

You could also edit the menuconf.tab: (in directory pak/config)

search for the line

general_tool[35]=16,something,etc,bla

Replace the 16 with a lower number.

but i use pak128...

And make sure you use the pak128 version that was made for your simutrans version. Older or newer pak versions might not work properly...
