[110.0.1 and r4384] - New cities fill all industries without workers

I discovered this issue on an old save that dates back to 102.0. The distances between the towns are large, so some industries did not have any workers from the outset, something that I do not believe can occur now, no matter the distances. Is it possible to make it so that when a new town is created, it will not be added to every industry that does not have any workers?

That should be already the case.

Well, I have a 512x512 pak 64 map, and if I create a new town, that town is in the "workers live in" for every industry that did not have any workers before (even if it is all the way across the map). After adding a second town to the map to test, only a few industries within a small radius will have workers in the second town. If you would like, I can upload my .sve.

Setting factory_worker_minimum_towns = 0 will still allow unconnected industries if desired.

With r4485 new towns will no longer connect to distant industries.
