Buildings - 0pax - 0 mail

Hello

I have noticed that some buildings have passengers and mail set to 0, it is intentionally or is this a mistake?

The list is not exhaustive, there are other buildings in the same situation.

This is a result, I think, of using a passenger factor of less than 16, and is not specific to Experimental.

I think that the buildings in question will still generate pax/mail, despite this '0' value.

True, using passenger factor = 16 buildings generate pax and mail.

I think that deafult value for pak128Brit has to be set to 16, or half buildings don't have passenger and mail generation.
