In 10.7, way access charges does not seem to work.

The problem, which I have just found, is not with 10.7 itself, but with simuconf.tab using the wrong string to set these. I have now corrected this error ready for the next release of Pak128.Britain-Ex and Simutrans-Experimental. Thank you for the report!
