why the train doesn't move

I use the openTTD way, two two-platform stations, connected with two rails with single way signals. I set two trains, but the second train which is already fullloaded, don't move, until the first train arrived the other station, then it start to move.

Did you use several signals to break the track into sections? If you can post a screenshot of the route or a saved game please.

I use the one way signal once every three tiles, and from station to station. It seems the train is waiting until a full line (station to station) is empty to run.

Reminds me of what used to happen with misuse of choose signals. I don't know if they still behave that way, as I hardly use them, and certainly not misuse them.

The "One Way Signal" in pak128 is not actually a signal. Replace them with signals and it then works.
Why would one call something a signal that isn't...

Since you're new to the game I guess TurfIt's message isn't very detailed enough.

1. There's no need to place a one-way sign all over the track, if you include one in the middle of the track the trains will already respect the whole section.

In the example the whole section between the crossings will be one way

2. Trains reserve the whole section where they'll be driving, preventing other trains to move in such areas, even part of the track it already passed because the schedule may say the train to go back. So you need to break the section in smaller sections. Just to let you know a section begins/ends in crossings and signals (stations have built-in signals in its ends).
What TurfIt is saying is that a one-way is a sign, not a signal, it only tells the track section is one-way, it doesn't break a section.

3. There's one feature in placing signals: Once you place it, it's a dual side signal (it can and will be used in both directions), but once you click again over it, it'll become a one-way signal and will work as a one-way sign, click again and it'll change the direction, once again and it'll back a dual direction signal.

So what you need to do to fix this rail is:
Add one signal in the end of each of the tracks (making them one-way as explained above), and add 2 more in the middle of the track (you could add more or less, but I think dividing the tracks in 3 sections is enough). This would keep them going
