City Building's Level Gap

Good evening, Guys! (It's 19:30 PM in Indonesia, ahah.)

In the older version of Simutrans, we can upgrade city buildings even if their gap is higher than 6. For example, I've made a few buildings with multiple of 24 as their levels. (24, 48, 72, etc.) But in new version, I can't upgrade them, since they have a very far gap. 

Personally, I'd like to build a city that only has a small area. With them, I can only run express trains and no forests which are shrank by the cities. Therefore, buildings with very large levels helps my passion with that.

So where can I fix it? Every advice will help me so much.

This one is the example. My city isn't too large, since most of it's building has a level of 120. Thanks to Gauthier who provides his building's sources.

This would be easy to change. But such a small selection of buildings level will not be built anyway next to each other. It may also catapult the homeless etc. number deep into the negative after such a jump. Anyway r10257 removes that limit.
