Water level tool icons (Raise/Lower) are inverted

I would like to report a minor UI bug in Pak128 regarding the "Raise/Drain water level" tools (artificial lake tools).

Issue:
The icons for raising and lowering the water level appear to be swapped.

• The "Raise the water by one level" icon (typically an upward arrow) actually lowers the water.
• The "Drain water one level" icon (typically a downward arrow) actually raises the water.

Version info:

• Pakset: Pak128 (2.10.0)
• Simutrans Version: 124.3.1 - r11671

Steps to reproduce:

• Open the "Landscaping Tools" toolbar.
• Select the "Drain water one level" icon.
• Click on a tile; the water level goes up instead of down.

It would be great if these could be swapped to match their actual functions.
