I am once again playing around with pak128 Japan. Does anyone know why there are passenger classes (class 1 and class 2) and why roads only have a top speed of 30 km/hr, even when the start year is 2010?

I understand that pak128 Japan is not complete (there are very few buses and trucks available), but I wonder if anyone is trying to play it, and if so, do they have any tips?

Passenger classes is to try to give some semblance of different passenger types. Instead of mail there are 1st class passengers

Also Japan roads without center line are max speed 30 and with max speed 60 km/h (in gray theory at least). Inofficially, you are not fined unless 30 km/h faster than indicated ... (at least they told that in driving school to my daughter.)

you can define intercity_road and city_road in simuconf.tab.
if you want to update default intercity road, please write this in pak128.Japan/simuconf.tab

In addition, today's speed limit of japanese intercity road (not Highway) is usually 60km/h.
intercity_road[0] = douro030,0,1960
intercity_road[1] = douro060,1960,2500

I'm sorry, but for some reason I can't find pak128.Japan/simuconf.tab

I installed the game using the installer. It has placed game files in "Documents" and "Program Files (x86)." Neither of those places has pak folders.

The pak folders are in the hidden folder "program data".

But you can create the folder in documents/simutrans/addons/pak128.japan/config and put a simuconf.tab there (and load with addons)

I found it in the "program data" folder. Thank you! I was able to change the default intercity road speed to 60 km/hr. I'm glad that I did not break the game!  :)

But I'm curious about why there are 2 classes of passengers, and why none of them are interested in going anywhere.

I know this great game is a volunteer project, but there are so few vehicles in pak128 Japan and I have a hard time figuring out how to add new trucks and buses.

"1st-class passenger" in pak128.Japan is a translation of "Post". As rail-based postal services have declined in Japan today, these carriages have been allocated exclusively for 1st-class passengers ("Green Cars"). The fare is set higher than the standard 'Passagiere' fare.

If you want to add 1st-class car, please set goods name as "Post".

I didn't realize pak128.Japan was sexist/misogynist. You mean to tell me first class is mail-only? ;-)
