Driving on left in pak64.japan

I was wondering if there was a way to get road vehicles to drive on the left in pak.japan (64 not 128). I know how to do this with 128 paks, as I occasionally play pak128 with vehicles driving on the left. In pak128's simuconf.tab, one would simply modify the 0 to 1 on the bit that says "drive_left = 0" but in pak.japan's simuconf I can't find this.

Actually, simuconf has no restriction on order, so you can add it as a last line or such.
