load savegame (temp) with scenario is broken

It seems that the save temp does not start the scenarios correctly.

Steps:
Load a scenario, close simutrans and save a temp.

Start simutrans and Load a different pakset, close simutrans and save a temp.


Now reload the pakset where you started the scenario, you should see something like the image:

I the nightly with pak64 it worked.

I have tested with r10550, and there is no fault (apparently), a recent change I suppose?
