Is the number on the window on the left not the load of the whole line rather than one single convoy?

The green bar says the convoy is full. The "100%" also says it's full. The convoy window says it's empty.

Is the other convoy in that line full or empty?

It's full. But the problem disappears after reloading the savegame.

Hmm - that's very odd. Are there conditions in which it can reliably be replicated?
